How to Make Your Golf Cart Street Legal in South Carolina
South Carolina is one of the most LSV-friendly states in the country, especially along the coast. Hilton Head Island, Kiawah Island, Seabrook Island, Edisto Island, Pawleys Island, Myrtle Beach, and the entire Grand Strand all have massive LSV populations, with thousands of titled carts in daily use. To legally drive a golf cart on South Carolina public roads, you have two options: (1) a limited Golf Cart Permit, good only on roads within about 4 miles of your address during daylight hours, or (2) a full Low Speed Vehicle (LSV) title and registration, good on any road posted 35 mph or less, statewide, day or night.
This page is about the LSV path. A full LSV title gives you far more practical access — and it requires a legitimate 17-digit VIN, a Manufacturer's Certificate of Origin (MCO), and a DOT compliance label. The SCDMV will not issue a VIN for a golf cart that was never originally titled. That's the gap GolfCartVIN.com was built to fill.
GolfCartVIN.com is operated by Unleashed EV, a federally licensed Low-Speed Vehicle manufacturer registered with NHTSA under World Manufacturer Identifier (WMI) 1U9 and NCIC Make Code UNLS. Because we are an actual manufacturer, we can legally issue VINs and MCOs that the SCDMV accepts — the same credentials a factory-new Club Car, E-Z-GO, or Yamaha LSV arrives with. Every VIN is NHTSA-verifiable.
Our 4-Day South Carolina Turnaround
From the moment you place your order to the moment the package arrives at your South Carolina address, the typical end-to-end turnaround is about four days. Because South Carolina does not require MCO notarization for LSV titling, there's no added delay for notary work.
- Day 1 — You place your order at golfcartvin.com/order and pay the $500 flat fee.
- Day 1–2 — We assign your 17-digit VIN (NHTSA-verified), generate your MCO, Bill of Sale, odometer statement, FMVSS 500 DOT label, and tire placard, and print the full package on security paper.
- Day 2–3 — We ship your package to your South Carolina address via priority mail with tracking.
- Day 4 (approx.) — Your package arrives. You head to your local SCDMV office with the documents, pay the state titling and registration fees, and walk out with your title and LSV plate.
What's in the $500 Package
One flat price gets you every document the SCDMV needs to title and register your LSV:
17-Digit VIN
A unique Vehicle Identification Number assigned to your golf cart, beginning with our NHTSA WMI 1U9, verifiable through the NHTSA VIN decoder.
Manufacturer's Certificate of Origin (MCO)
Printed on security paper. This is the primary document the SCDMV needs to issue your title.
FMVSS 500 DOT Compliance Label
Federal Motor Vehicle Safety Standard 500 certification label, permanently affixed to the cart — required for LSV classification.
Bill of Sale
South Carolina-acceptable Bill of Sale reflecting you as the buyer and Unleashed EV as the seller/manufacturer.
Odometer Disclosure Statement
Federal odometer disclosure document required for title transfer in all 50 states including South Carolina.
Tire & Loading Placard
Required LSV placard listing GVWR, GAWR, tire size, and load specifications for permanent installation on the cart.
South Carolina LSV Equipment Requirements
Before placing your order, your golf cart must already be physically equipped to meet South Carolina's LSV requirements. Under South Carolina's Low Speed Vehicle statutes and federal FMVSS 500, a street-legal LSV must have:
- Headlights (DOT-approved, high and low beam)
- Taillights and brake lights
- Front and rear turn signals
- Horn audible at 200 feet
- Windshield (AS-1 or AS-5 glass, or DOT-approved equivalent)
- Rearview mirror (interior) and exterior side mirror
- Seat belts for every designated seating position
- A parking brake
- DOT-approved tires
- 17-digit VIN permanently affixed (provided by us)
- FMVSS 500 compliance label permanently affixed (provided by us)
If your cart is missing any of this hardware, install it before you order. The Lowcountry has dozens of cart dealers from Bluffton to Beaufort to Mount Pleasant who can install the full LSV package.
How to Register Your LSV at the SCDMV
Once your GolfCartVIN.com package arrives, the South Carolina side of the process runs through the SCDMV. Here's what to bring:
- Your Manufacturer's Certificate of Origin (MCO) — signed on the transfer line
- Your Bill of Sale
- Your Odometer Disclosure Statement
- Proof of South Carolina insurance
- Valid South Carolina driver's license
- SCDMV Form 400 (Application for Certificate of Title)
- Payment for South Carolina title fee (approximately $15) plus registration
- County property tax on the vehicle (paid at the county auditor's office before registration)
The SCDMV will process your title and registration and issue your LSV plate.
Where You Can Drive an LSV in South Carolina
South Carolina law permits LSVs on public roads with a posted speed limit of 35 mph or less, statewide. LSVs are not permitted on interstates or roads posted above 35 mph, except to cross directly. The Lowcountry and Grand Strand are some of the richest LSV communities in the Southeast:
- Hilton Head Island — one of the largest LSV populations in the Southeast, with dedicated paths and friendly local access.
- Kiawah Island & Seabrook Island — premier gated communities with heavy LSV use.
- Edisto Island — laid-back beach community, LSVs everywhere.
- Pawleys Island & Litchfield — classic South Carolina beach LSV country.
- Myrtle Beach & the Grand Strand — from North Myrtle to Garden City to Surfside, carts are part of daily life.
- Sun City Hilton Head & Del Webb communities — active adult communities built around cart-friendly street design.
- Daniel Island, Mount Pleasant, and other Charleston-area neighborhoods.
Always check with your city or county before driving — some South Carolina municipalities have additional local ordinances on hours, routes, or inspections.

Frequently Asked Questions — South Carolina
Can I really make my golf cart street legal in South Carolina?
Yes. South Carolina recognizes LSVs titled under FMVSS 500. The state won't issue a VIN for a cart that was never originally titled — but we can, because we are a licensed manufacturer.
Is this a Golf Cart Permit or an LSV title?
This is a full LSV title. A Golf Cart Permit is a separate, more limited option that restricts you to roads within 4 miles of your home during daylight only. An LSV lets you drive on any road posted 35 mph or less, statewide, day or night.
Does South Carolina require the MCO to be notarized?
No. South Carolina is a non-notarization state for LSV titling.
What costs are involved beyond the $500 package for a South Carolina title?
$500 to GolfCartVIN.com, plus approximately $15 for the SCDMV title fee, registration, and your county's property tax on the vehicle. Insurance is a separate ongoing cost.
Do I need a driver's license?
Yes. Once titled and registered, South Carolina requires a valid driver's license to operate an LSV on public roads, plus proof of insurance.
Can my LSV carry passengers?
Yes — up to the number of seat belts your cart has. 4-passenger and 6-passenger LSVs are both popular on Hilton Head and along the coast.
Can I drive my LSV at night in South Carolina?
Yes — and that's one of the big advantages of the LSV path over the Golf Cart Permit path. With a full LSV title, night driving is permitted provided the cart has functioning DOT-approved lights.
What if my cart has an existing serial number or VIN sticker?
You must remove all prior VIN, serial number, and FMVSS 500 labels before installing the new ones we issue. We include detailed instructions with every package.
Is GolfCartVIN.com legitimate?
Yes. Unleashed EV is a federally licensed NHTSA-registered Low-Speed Vehicle manufacturer. Our assigned WMI is 1U9, our NCIC Make Code is UNLS, and every VIN we issue can be verified at the NHTSA VIN decoder.
