Golf Cart Street Legal in New Hampshire — VIN, Title & Registration
Our $500 VIN & MCO Complete LSV Conversion Package — 17-digit VIN, FMVSS 500 DOT compliance label, Manufacturer's Certificate of Origin, Bill of Sale, tire and loading placard, and odometer statement — accepted by the NH DMV. Proudly based in Laconia, right in the heart of the Lakes Region.
How to Make Your Golf Cart Street Legal in New Hampshire
New Hampshire is our home. GolfCartVIN.com is operated by Unleashed EV at 32 Whipple Ave in Laconia, right in the heart of the Lakes Region. We grew up around cart-friendly lake communities like Weirs Beach, Meredith, Wolfeboro, Gilford, Moultonborough, and Alton Bay — and seeing how many golf carts were used around those neighborhoods without proper titles is a big part of why we built this service. LSVs are fully legal in New Hampshire when properly titled and registered, but to get there, the cart needs a 17-digit VIN, Manufacturer's Certificate of Origin (MCO), and DOT compliance label. The New Hampshire DMV will not issue a VIN for a golf cart that was never originally titled. That is exactly the gap we built GolfCartVIN.com to fill, for our neighbors first and for the rest of the country next.
GolfCartVIN.com is operated by Unleashed EV, a federally licensed Low-Speed Vehicle manufacturer registered with NHTSA under World Manufacturer Identifier (WMI) 1U9 and NCIC Make Code UNLS. Because we are an actual manufacturer — not a workaround, not a paperwork service — we can legally issue VINs and MCOs the New Hampshire DMV accepts. Every VIN is NHTSA-verifiable.
Our 4-Day New Hampshire Turnaround
From the moment you place your order to the moment the package arrives at your New Hampshire address, the typical end-to-end turnaround is about four days. For Lakes Region and southern New Hampshire customers, it's often faster because we're right here in Laconia. New Hampshire does not require MCO notarization, so your package ships as soon as the documents are printed.
- Day 1 — You place your order at golfcartvin.com/order and pay the $500 flat fee.
- Day 1–2 — We assign your 17-digit VIN (NHTSA-verified), generate your MCO, Bill of Sale, odometer statement, FMVSS 500 DOT label, and tire placard, and print the full package on security paper right here in Laconia.
- Day 2–3 — We ship your package to your NH address via priority mail with tracking.
- Day 4 (approx.) — Your package arrives. You visit your town clerk to register the LSV, then bring the documents to a NH DMV office for titling.
What's in the $500 Package
One flat price gets you every document the New Hampshire DMV needs to title and register your LSV:
17-Digit VIN
A unique Vehicle Identification Number assigned to your golf cart, beginning with our NHTSA WMI 1U9, verifiable through the NHTSA VIN decoder.
Manufacturer's Certificate of Origin (MCO)
Printed on security paper. The primary document the NH DMV needs to issue your title.
FMVSS 500 DOT Compliance Label
Federal Motor Vehicle Safety Standard 500 certification label, permanently affixed to the cart — required for LSV classification.
Bill of Sale
New Hampshire–acceptable Bill of Sale reflecting you as the buyer and Unleashed EV as the seller/manufacturer.
Odometer Disclosure Statement
Federal odometer disclosure document required for title transfer in all 50 states including New Hampshire.
Tire & Loading Placard
Required LSV placard listing GVWR, GAWR, tire size, and load specifications for permanent installation on the cart.
New Hampshire LSV Equipment Requirements
Before placing your order, your golf cart must already be physically equipped to meet New Hampshire's LSV requirements. Under New Hampshire's Low-Speed Vehicle statutes and federal FMVSS 500, a street-legal LSV must have:
- Headlights (DOT-approved, high and low beam)
- Taillights and brake lights
- Front and rear turn signals
- Horn audible at 200 feet
- Windshield (AS-1 or AS-5 glass, or DOT-approved equivalent)
- Rearview mirror (interior) and exterior side mirror
- Seat belts for every designated seating position
- A parking brake
- DOT-approved tires
- 17-digit VIN permanently affixed (provided by us)
- FMVSS 500 compliance label permanently affixed (provided by us)
If your cart is missing any of this hardware, install it before you order. If you're local to the Lakes Region, a few NH shops can install the full LSV equipment package in one visit — we're happy to make a recommendation.
How to Register Your LSV at the NH DMV (and Your Town Clerk)
New Hampshire is a two-step state: you register first at your town or city clerk, then title at a NH DMV office. Once your GolfCartVIN.com package arrives:
- Town/city clerk — bring your MCO, Bill of Sale, odometer disclosure, proof of residency, and driver's license. The clerk collects municipal registration fees and state motor vehicle registration fees and issues your NH plate.
- NH DMV — after the municipal registration, visit a NH DMV office (or use the NH DMV's online title services where applicable) with your registration papers, MCO, Bill of Sale, odometer disclosure, and any state title application forms. The DMV issues your title.
New Hampshire has no general sales tax, which is a nice break compared to most states. You will still pay a municipal registration fee and a state title fee.
Where You Can Drive an LSV in New Hampshire
New Hampshire law permits LSVs on public roads with a posted speed limit of 35 mph or less. LSVs are not permitted on interstates or higher-speed roads, except to cross directly. The Lakes Region is where LSV culture is strongest in NH:
- Laconia and Weirs Beach — our backyard. Residents and summer visitors use LSVs on side streets and around the Weirs.
- Meredith, Moultonborough, and Center Harbor — Lake Winnipesaukee shoreline villages.
- Wolfeboro — "the oldest summer resort in America" and a great LSV town.
- Gilford — especially around Governor's Island and Gunstock-adjacent neighborhoods.
- Alton Bay — quiet, cart-friendly shorefront streets.
- Mount Washington Valley — some North Conway-area neighborhoods permit LSVs locally.
Always check with your town before driving — NH towns have meaningful local authority, and some roads inside otherwise LSV-friendly towns are not posted for LSV use.

Frequently Asked Questions — New Hampshire
Can I really make my golf cart street legal in New Hampshire?
Yes. We do this for New Hampshire residents every week — many of them our neighbors. NH DMV recognizes LSVs titled under FMVSS 500. The DMV won't issue a VIN for a cart that was never originally titled, but because we're a licensed manufacturer headquartered in Laconia, we can.
Does New Hampshire require the MCO to be notarized?
No. New Hampshire is a non-notarization state, which is why your package ships immediately after printing.
What costs are involved beyond the $500 package for a New Hampshire title?
$500 for our all-inclusive VIN & MCO Complete LSV Conversion Package, plus NH municipal registration fees (these vary by town and vehicle value) and the state title fee. No general sales tax — which is a meaningful savings versus most states.
Do I need a driver's license?
Yes. Once titled and registered, New Hampshire requires a valid driver's license to operate an LSV on public roads.
Do I need insurance?
New Hampshire is one of the few states without a mandatory auto insurance requirement for most drivers, but we strongly recommend carrying liability coverage on your LSV. Most NH carriers offer LSV-specific policies.
Can my LSV carry passengers?
Yes — up to the number of seat belts your cart has. 4-passenger and 6-passenger configurations are both street-legal in New Hampshire provided each seat has its own belt.
Can I drive my LSV around Weirs Beach in Bike Week traffic?
LSVs are permitted on the 35-mph-and-under streets around the Weirs, but traffic during Motorcycle Week can be chaotic. We recommend sticking to back streets and avoiding the heart of the Weirs during peak events.
What if my cart has an existing serial number or VIN sticker?
You must remove all prior VIN, serial number, and FMVSS 500 labels before installing the new ones we issue. Keeping two VINs or two DOT labels on the same vehicle is a federal compliance violation. We include detailed removal and installation instructions with every package.
Is GolfCartVIN.com legitimate?
Yes. Unleashed EV is a federally licensed NHTSA-registered Low-Speed Vehicle manufacturer based at 32 Whipple Ave, Laconia, NH 03246. Our WMI is 1U9, our NCIC Make Code is UNLS, and every VIN we issue can be verified at the NHTSA VIN decoder. If you're local, you can stop by.
