How to Make Your Golf Cart Street Legal in Mississippi
Mississippi's Low-Speed Vehicle community is concentrated along the Gulf Coast and in the college towns of Oxford and Starkville. Bay St. Louis, Ocean Springs, Biloxi, Gulfport, and Pass Christian all see regular LSV traffic on their lower-speed residential streets. But to legally drive a golf cart on Mississippi roads, the cart must be titled and registered as a Low-Speed Vehicle — and that requires a legitimate 17-digit VIN, MCO, and DOT compliance label. Mississippi DOR will not issue a VIN for a golf cart that was never originally titled. That is exactly the gap GolfCartVIN.com was built to fill.
GolfCartVIN.com is operated by Unleashed EV, a federally licensed Low-Speed Vehicle manufacturer registered with NHTSA under World Manufacturer Identifier (WMI) 1U9 and NCIC Make Code UNLS. We are an actual manufacturer, so we can legally issue VINs and MCOs the Mississippi DOR accepts. Every VIN is NHTSA-verifiable.
Our 4-Day Mississippi Turnaround
From the moment you place your order to the moment the package arrives at your Mississippi address, the typical end-to-end turnaround is about four days. Mississippi does not require MCO notarization, so your package ships as soon as the documents are printed.
- Day 1 — You place your order at golfcartvin.com/order and pay the $500 flat fee.
- Day 1–2 — We assign your 17-digit VIN (NHTSA-verified), generate your MCO, Bill of Sale, odometer statement, FMVSS 500 DOT label, and tire placard, and print the full package on security paper.
- Day 2–3 — We ship your package to your Mississippi address via priority mail with tracking.
- Day 4 (approx.) — Your package arrives. You visit your county tax collector's office with the documents, pay titling and registration fees, and complete LSV titling.
What's in the $500 Package
One flat price gets you every document the Mississippi DOR needs to title and register your LSV:
17-Digit VIN
A unique Vehicle Identification Number assigned to your golf cart, beginning with our NHTSA WMI 1U9, verifiable through the NHTSA VIN decoder.
Manufacturer's Certificate of Origin (MCO)
Printed on security paper. The primary document the Mississippi DOR needs to issue your title.
FMVSS 500 DOT Compliance Label
Federal Motor Vehicle Safety Standard 500 certification label, permanently affixed to the cart — required for LSV classification.
Bill of Sale
Mississippi-acceptable Bill of Sale reflecting you as the buyer and Unleashed EV as the seller/manufacturer.
Odometer Disclosure Statement
Federal odometer disclosure document required for title transfer in all 50 states including Mississippi.
Tire & Loading Placard
Required LSV placard listing GVWR, GAWR, tire size, and load specifications for permanent installation on the cart.
Mississippi LSV Equipment Requirements
Before placing your order, your golf cart must already be physically equipped to meet Mississippi's LSV requirements. Under Mississippi's Low-Speed Vehicle statutes and federal FMVSS 500, a street-legal LSV must have:
- Headlights (DOT-approved, high and low beam)
- Taillights and brake lights
- Front and rear turn signals
- Horn audible at 200 feet
- Windshield (AS-1 or AS-5 glass, or DOT-approved equivalent)
- Rearview mirror (interior) and exterior side mirror
- Seat belts for every designated seating position
- A parking brake
- DOT-approved tires
- 17-digit VIN permanently affixed (provided by us)
- FMVSS 500 compliance label permanently affixed (provided by us)
If your cart is missing any of this hardware, install it before you order.
How to Register Your LSV at the Mississippi DOR
Once your GolfCartVIN.com package arrives, you'll complete titling and registration at your county tax collector's office (Mississippi handles LSV titling through county offices on behalf of the DOR). Here is what to bring:
- Your Manufacturer's Certificate of Origin (MCO) — signed on the transfer line
- Your Bill of Sale
- Your Odometer Disclosure Statement
- Proof of Mississippi insurance
- Valid Mississippi driver's license
- Mississippi Application for Title (Form 78-002) and registration application
- Payment for Mississippi title fee, registration fee, and 5% use tax on the purchase price
The county tax collector will process your title application and issue your LSV registration. The title itself is mailed from Jackson.
Where You Can Drive an LSV in Mississippi
Mississippi law permits LSVs on public roads with a posted speed limit of 35 mph or less. LSVs are not permitted on interstates or roads posted above 35 mph, except to cross directly. LSV-friendly areas in Mississippi include:
- Gulf Coast — Bay St. Louis, Pass Christian, Long Beach, Gulfport, Biloxi, and Ocean Springs all have low-speed residential neighborhoods where LSVs thrive.
- Oxford — University town with walkable-scale neighborhoods suited to LSV use.
- Tupelo — growing retirement and lifestyle communities.
- Reservoir communities outside Jackson — Ross Barnett Reservoir and surrounding subdivisions.
Always check with your city or county before driving — some municipalities have additional local ordinances or restrict certain streets.

Frequently Asked Questions — Mississippi
Can I really make my golf cart street legal in Mississippi?
Yes. Mississippi recognizes LSVs titled under FMVSS 500. Mississippi DOR will not issue a VIN for a cart that was never originally titled, but because we are a licensed manufacturer, we can — and the resulting title is legitimate in all 50 states.
Does Mississippi require the MCO to be notarized?
No. Mississippi is a non-notarization state, which is why your package ships immediately after printing.
What costs are involved beyond the $500 package for a Mississippi title?
$500 for our all-inclusive VIN & MCO Complete LSV Conversion Package, plus Mississippi title and registration fees and 5% use tax on the purchase price. Insurance is a separate ongoing cost.
Do I need a driver's license?
Yes. Once titled and registered, Mississippi requires a valid driver's license to operate an LSV on public roads, plus insurance.
Can my LSV carry passengers?
Yes — up to the number of seat belts your cart has. 4-passenger and 6-passenger configurations are both street-legal in Mississippi provided each seat has its own belt.
Can I drive my LSV along Highway 90 on the Gulf Coast?
Highway 90 is generally posted above 35 mph, so LSVs cannot drive its full length. However, many parallel side streets and beachfront neighborhoods are LSV-legal, and you can cross Highway 90 at intersections to move between neighborhoods.
What if my cart has an existing serial number or VIN sticker?
You must remove all prior VIN, serial number, and FMVSS 500 labels before installing the new ones we issue. Keeping two VINs or two DOT labels on the same vehicle is a federal compliance violation. We include detailed removal and installation instructions with every package.
Is GolfCartVIN.com legitimate?
Yes. Unleashed EV is a federally licensed NHTSA-registered Low-Speed Vehicle manufacturer. Our assigned WMI is 1U9, our NCIC Make Code is UNLS, and every VIN we issue can be verified at the NHTSA VIN decoder.
