How to Make Your Golf Cart Street Legal in Michigan
Michigan has one of the stronger LSV cultures in the Midwest. Mackinac Island has been running on electric low-speed transportation for generations. Traverse City, Charlevoix, Petoskey, and other Lake Michigan resort towns have growing fleets of titled LSVs on their quieter streets. Downstate, lake communities around Higgins Lake, Torch Lake, and Lake St. Clair also see regular LSV use. But to legally drive a golf cart on Michigan roads, the cart must be titled and registered as a Low-Speed Vehicle through the Michigan Secretary of State — and that requires a legitimate 17-digit VIN, MCO, and DOT compliance label. The Michigan Secretary of State will not issue a VIN for a golf cart that was never originally titled. That is exactly the gap GolfCartVIN.com was built to fill.
GolfCartVIN.com is operated by Unleashed EV, a federally licensed Low-Speed Vehicle manufacturer registered with NHTSA under World Manufacturer Identifier (WMI) 1U9 and NCIC Make Code UNLS. Because we are an actual manufacturer, we can legally issue VINs and MCOs that the Michigan Secretary of State accepts — the same credentials a factory-new Club Car, E-Z-GO, or Yamaha LSV arrives with. Every VIN is NHTSA-verifiable.
Our 4-Day Michigan Turnaround
From the moment you place your order to the moment the package arrives at your Michigan address, the typical end-to-end turnaround is about four days. Michigan does not require MCO notarization, so your package ships as soon as the documents are printed.
- Day 1 — You place your order at golfcartvin.com/order and pay the $500 flat fee.
- Day 1–2 — We assign your 17-digit VIN (NHTSA-verified), generate your MCO, Bill of Sale, odometer statement, FMVSS 500 DOT label, and tire placard, and print the full package on security paper.
- Day 2–3 — We ship your package to your Michigan address via priority mail with tracking.
- Day 4 (approx.) — Your package arrives. You head to a Michigan Secretary of State branch with the documents, pay titling and registration fees, and walk out with your title and LSV plate.
What's in the $500 Package
One flat price gets you every document the Michigan Secretary of State needs to title and register your LSV:
17-Digit VIN
A unique Vehicle Identification Number assigned to your golf cart, beginning with our NHTSA WMI 1U9, verifiable through the NHTSA VIN decoder.
Manufacturer's Certificate of Origin (MCO)
Printed on security paper. This is the primary document the Michigan Secretary of State needs to issue your title.
FMVSS 500 DOT Compliance Label
Federal Motor Vehicle Safety Standard 500 certification label, permanently affixed to the cart — required for LSV classification.
Bill of Sale
Michigan-acceptable Bill of Sale reflecting you as the buyer and Unleashed EV as the seller/manufacturer.
Odometer Disclosure Statement
Federal odometer disclosure document required for title transfer in all 50 states including Michigan.
Tire & Loading Placard
Required LSV placard listing GVWR, GAWR, tire size, and load specifications for permanent installation on the cart.
Michigan LSV Equipment Requirements
Before placing your order, your golf cart must already be physically equipped to meet Michigan's LSV requirements. Under Michigan's Low-Speed Vehicle statutes and federal FMVSS 500, a street-legal LSV must have:
- Headlights (DOT-approved, high and low beam)
- Taillights and brake lights
- Front and rear turn signals
- Horn audible at 200 feet
- Windshield (AS-1 or AS-5 glass, or DOT-approved equivalent)
- Rearview mirror (interior) and exterior side mirror
- Seat belts for every designated seating position
- A parking brake
- DOT-approved tires
- 17-digit VIN permanently affixed (provided by us)
- FMVSS 500 compliance label permanently affixed (provided by us)
If your cart is missing any of this hardware, install it before you order.
How to Register Your LSV at the Michigan Secretary of State

Where You Can Drive an LSV in Michigan
Michigan law permits LSVs on any public road with a posted speed limit of 35 mph or less. LSVs are not permitted on interstates or roads posted above 35 mph, except to cross directly. Notable LSV-friendly areas in Michigan:
- Mackinac Island — the oldest and most iconic LSV/NEV community in the Midwest. Cars are banned on the island; LSVs and horse carriages do the work.
- Traverse City and Grand Traverse Bay — popular vacation area with growing LSV use in Old Mission Peninsula and surrounding villages.
- Lake Michigan resort towns — Charlevoix, Petoskey, Harbor Springs, Pentwater, and South Haven all have LSV-friendly corridors.
- Inland lake communities — Higgins Lake, Torch Lake, Burt Lake, and many other cottage-country areas.
Always check with your city or county before driving — some municipalities have additional local ordinances or restricted streets.

Frequently Asked Questions — Michigan
Can I really make my golf cart street legal in Michigan?
Yes. Michigan recognizes LSVs titled under FMVSS 500. The only reason most owners can't do it themselves is that the Secretary of State will not issue a VIN for a cart that was never originally titled. Because we are a licensed manufacturer, we can.
Does Michigan require the MCO to be notarized?
No. Michigan is a non-notarization state, which is why your package ships immediately after printing.
What costs are involved beyond the $500 package for a Michigan title?
$500 for our all-inclusive VIN & MCO Complete LSV Conversion Package, plus Michigan title and registration fees and Michigan's 6% use tax. Insurance is a separate ongoing cost.
Do I need a driver's license?
Yes. Once titled and registered, Michigan requires a valid driver's license to operate an LSV on public roads, plus no-fault insurance.
Can my LSV carry passengers?
Yes — up to the number of seat belts your cart has. 4-passenger and 6-passenger configurations are both street-legal in Michigan provided each seat has its own belt.
Can I drive my LSV on Mackinac Island?
Mackinac Island has its own vehicle rules separate from the rest of Michigan. Personal vehicles are generally prohibited, and LSV access is tightly regulated. If you live on or operate a business on the island, contact the city office for specific permit requirements.
What if my cart has an existing serial number or VIN sticker?
You must remove all prior VIN, serial number, and FMVSS 500 labels before installing the new ones we issue. Keeping two VINs or two DOT labels on the same vehicle is a federal compliance violation. We include detailed removal and installation instructions with every package.
Is GolfCartVIN.com legitimate?
Yes. Unleashed EV is a federally licensed NHTSA-registered Low-Speed Vehicle manufacturer. Our assigned WMI is 1U9, our NCIC Make Code is UNLS, and every VIN we issue can be verified at the NHTSA VIN decoder.
