How to Make Your Golf Cart Street Legal in Maryland
Maryland has a healthy LSV presence concentrated in coastal and lake communities. Ocean City has long been one of the most cart-friendly towns on the East Coast. Deep Creek Lake, Annapolis, and Chesapeake Bay shoreline communities also have active LSV populations. But to legally drive a golf cart on Maryland roads, the cart must be titled and registered as a Low-Speed Vehicle — and that requires a legitimate 17-digit VIN, a Manufacturer's Certificate of Origin (MCO), and a DOT compliance label. The Maryland MVA will not issue a VIN for a golf cart that was never originally titled. That is exactly the gap GolfCartVIN.com was built to fill.
GolfCartVIN.com is operated by Unleashed EV, a federally licensed Low-Speed Vehicle manufacturer registered with NHTSA under World Manufacturer Identifier (WMI) 1U9 and NCIC Make Code UNLS. Because we are an actual manufacturer, we can legally issue VINs and MCOs that the Maryland MVA accepts — the same credentials a factory-new Club Car, E-Z-GO, or Yamaha LSV arrives with. Every VIN is NHTSA-verifiable. No workarounds, no gray area.
Our 4-Day Maryland Turnaround
From the moment you place your order to the moment the package arrives at your Maryland address, the typical end-to-end turnaround is about four days. Because Maryland does not require MCO notarization, there is no added delay for notary work — your package ships as soon as the documents are printed.
- Day 1 — You place your order at golfcartvin.com/order and pay the $500 flat fee.
- Day 1–2 — We assign your 17-digit VIN (NHTSA-verified), generate your MCO, Bill of Sale, odometer statement, FMVSS 500 DOT label, and tire placard, and print the full package on security paper.
- Day 2–3 — We ship your package to your Maryland address via priority mail with tracking.
- Day 4 (approx.) — Your package arrives. You head to your Maryland MVA branch with the documents, pay titling and registration fees, and complete the LSV titling process.
What's in the $500 Package
One flat price gets you every document the Maryland MVA needs to title and register your LSV:
17-Digit VIN
A unique Vehicle Identification Number assigned to your golf cart, beginning with our NHTSA WMI 1U9, verifiable through the NHTSA VIN decoder.
Manufacturer's Certificate of Origin (MCO)
Printed on security paper. This is the primary document the Maryland MVA needs to issue your title.
FMVSS 500 DOT Compliance Label
Federal Motor Vehicle Safety Standard 500 certification label, permanently affixed to the cart — required for LSV classification.
Bill of Sale
Maryland-acceptable Bill of Sale reflecting you as the buyer and Unleashed EV as the seller/manufacturer.
Odometer Disclosure Statement
Federal odometer disclosure document required for title transfer in all 50 states including Maryland.
Tire & Loading Placard
Required LSV placard listing GVWR, GAWR, tire size, and load specifications for permanent installation on the cart.
Maryland LSV Equipment Requirements
Before placing your order, your golf cart must already be physically equipped to meet Maryland's LSV requirements. Under Maryland's Low-Speed Vehicle statutes and federal FMVSS 500, a street-legal LSV must have:
- Headlights (DOT-approved, high and low beam)
- Taillights and brake lights
- Front and rear turn signals
- Horn audible at 200 feet
- Windshield (AS-1 or AS-5 glass, or DOT-approved equivalent)
- Rearview mirror (interior) and exterior side mirror
- Seat belts for every designated seating position
- A parking brake
- DOT-approved tires
- 17-digit VIN permanently affixed (provided by us)
- FMVSS 500 compliance label permanently affixed (provided by us)
If your cart is missing any of this hardware, install it before you order — GolfCartVIN.com is a documentation service, not a physical build-out service.
How to Register Your LSV at the Maryland MVA
Once your GolfCartVIN.com package arrives, you'll complete titling and registration at a Maryland MVA branch. Here is what to bring:
- Your Manufacturer's Certificate of Origin (MCO) — signed on the transfer line
- Your Bill of Sale
- Your Odometer Disclosure Statement
- Proof of Maryland insurance
- Valid Maryland driver's license
- MVA Application for Certificate of Title (Form VR-005)
- Payment for Maryland title fee, registration fee, and 6% excise tax on the vehicle's value
The MVA will process your title application and issue your LSV registration and title.
Where You Can Drive an LSV in Maryland
Maryland is more restrictive than most states on LSV road access. Generally, LSVs are permitted on roads posted 30 mph or less, and some municipalities impose additional restrictions. LSVs are not permitted on interstates or higher-speed roads except to cross directly. Notable LSV-friendly areas in Maryland include:
- Ocean City — one of the most LSV-friendly communities on the East Coast, with designated LSV corridors.
- Deep Creek Lake — lake resort community with quiet low-speed roads.
- Chesapeake Bay shoreline communities — Solomons, Chestertown, St. Michaels, and similar towns with slow-speed streets.
- Annapolis historic district — though rules vary block by block.
Always check with your city or county before driving — Maryland's LSV rules vary meaningfully by jurisdiction, and some towns add additional local ordinances.

Frequently Asked Questions — Maryland
Can I really make my golf cart street legal in Maryland?
Yes. Maryland recognizes LSVs titled under FMVSS 500. The only reason most owners can't do it themselves is that the state MVA will not issue a VIN for a cart that was never originally titled. Because we are a licensed manufacturer, we can — and the resulting title is legitimate in all 50 states.
Does Maryland require the MCO to be notarized?
No. Maryland is a non-notarization state, which is why your package ships immediately after printing.
What costs are involved beyond the $500 package for a Maryland title?
$500 for our all-inclusive VIN & MCO Complete LSV Conversion Package, plus Maryland MVA title and registration fees and Maryland's 6% vehicle excise tax. Insurance is a separate ongoing cost.
Do I need a driver's license?
Yes. Once titled and registered, Maryland requires a valid driver's license to operate an LSV on public roads, plus proof of insurance.
Can my LSV carry passengers?
Yes — up to the number of seat belts your cart has. 4-passenger and 6-passenger configurations are both street-legal in Maryland provided each seat has its own belt.
Can I drive my LSV on the Ocean City boardwalk?
No. The boardwalk itself is a pedestrian area. However, Ocean City permits titled LSVs on designated streets. Check with Ocean City's municipal LSV ordinance for the current permitted routes.
What if my cart has an existing serial number or VIN sticker?
You must remove all prior VIN, serial number, and FMVSS 500 labels before installing the new ones we issue. Keeping two VINs or two DOT labels on the same vehicle is a federal compliance violation. We include detailed removal and installation instructions with every package.
Is GolfCartVIN.com legitimate?
Yes. Unleashed EV is a federally licensed NHTSA-registered Low-Speed Vehicle manufacturer. Our assigned WMI is 1U9, our NCIC Make Code is UNLS, and every VIN we issue can be verified at the NHTSA VIN decoder.
